410 PPFD provides pretty robust vegetative growth. I don't think clones will have a penetration problem, but even if vegging larger plants it wouldn't be a bad thing.
As far as veg, I understand your point of view but the whole red/blue thing needs to go the way of the dinosaur. I would be open to some proof that high K led is better for veg than warm white, but on principal alone it doesn't make sense. The whole point of using MH was to boost 450nm. As long as the blue levels are in the 12-15% area it always makes sense to invest the rest of the photons into the band that is more likely to promote a photosynthetic response, 580-680nm. A 6000K emitter provides a lot more blue than is necessary and there is more light dedicated to the 480-580nm band, which doesn't make sense.
Eventually there will be a point where the concept of two different sources for veg and flower is considered history.
