Yes, this has been a problem here in Ohio. The bill passed in Oct.2016, but was given 2 years to implement the wording and for the Ohio Pharmacy Board to work out the whos and wheres for growing, manufacture, retail, prescriptions, and so fourth. So we'll supposedly be totally up on Oct. 2018. We'll see.
One problem here is in this already-but-not-yet time period where Med Pot is technically legal but not yet available. The state is in a limbo; med users can use, but must have a written doctor's "recommendation" (not prescription or note, but a recommendation). The reality is no Ohio doctor will issue a recommendation since there is no state legal protection until the magic Oct., 2018 implementation time. I do't blame the docs. My workaround was to get an out-of-state recommendation as our Ohio law does not specify it needs to come from an Ohio doctor in this in between period of time.
