You need more light. WAY more light. You will need one of those CFL's , for the time being, per plant and place the lights to within inches on the plant. You have nowhere near enough light and it's spread pretty thin. Add five or six more bulbs and then watch the difference in growth. You still have allot to learn, but it's a start.
