You can't speed up veg, You just flower sooner. The only way to get a big plant is to let it grow. If you want a short plant flower it early.

grow with 6500 K light, as much as you can afford. You can bring seeds to flowering size in four weeks.

Steroids! But honestly you would have to grow your plant at 18/6 or 20/4 and use nutrients, good pH water, misting your plant, and possibly ventilation.
