Who benefits by them being locked away from society? How many dollars will their arrest, prosecution, and incarceration cost the state?

The government brought this battle upon themselves. Nobody turned these people in - nobody reported them - undercovers didn't catch them. These people were minding their business and they flew over their property and saw 1 plant growing and decided to arrest them.

Now they have spent thousands of dollars feeding / housing / prosecuting these people that had no negative impact on society.
