There is a good place on ebay you could try. it is called "Great Lights for Less." I have bought HPS and floros from them. I am not sure if they have anything in your 60.00 range, but worth a look.

save more money and get a 400w then add to your setup as you get more money. Or you will just spend it on CFLS and want to upgrade. You can get 400s for like 100 if you shop around.

Are you handy? or even better have any electrical experience? You can easily buy a 400 watt kit and make your own but a very basic electrical knowledge would help. You just need to build a housing for the kit to be safe, ground everything to the box to prevent any potential fire hazards. If that makes no sense to you then I probably wouldnt do it, but it is not anywhere near as dangerous as people think. I would look into it if thats your budget and you feel comfortable with that sort of thing

High Tech Garden Supply cuts it close but not a complete light for under $60, if your handy go check my first link to the security lights they are a far more complete starting point then a ballast kit IMHO
