Ok I am just curious how much of a increase did you see on your electric bill by using a 400 watt. I am thinking of getting a hps light, just worried about the electric bill.

So 400w=0.4WH so it' it's .12 per KWH then 0.4x.12=0.048x24h=$1.20 an hour I'm in banking so I'm good with numbers

I certainly wouldn't want you doing my mortgage. It is not $1.20 an hour, it is $1.20 a day IF YOU RUN 24 HOURS OF LIGHT STRAIGHT, which is unnecessary for plant growth.
More than likely you will be looking at .90 $ a day if you are going with a 18/6 schedule for veg and a .60 $ a day if you are going with a 12/12 schedule for flower.

I got my numbers mixed up. And also missed types something. I just used Google to get the equation without clearly reading everything, and assumed on some of it.

Good call, that would only be true if you got charged by the amperage used but you get charged by the killowatt hour, quite a big difference!
