It symbolizes the bond between mother and child, the ability to nurture, and they are just so AWESOME!!! There is also the erotic nature of the female breast! I can not remember anywhere in the Bible, or at least the KJV Bible, saying anything against showing tits, and I have read most of it. It does speak against nudity, but the definition of nudity is subjective and varies widely, thus we must assume it is speaking against the inappropriate display of nudity depending on the culture.

I do not know why they give me boners I`m just glad they do.
It is cultural probably like you say. Much like head hunting or driving on the wrong side of the road or walking
around wit your boobs out.
We all have shit about other countries that we do not understand. That is probably why we live in seperate
countries or at least we have the right to. All religeons have flaws and yes America is littered with odd
