Edge of leaves curled down and buds grow slowly

im growing an OG KUSH indoor and here is some info about the environment:

- 4th week into flowering
- ph 6.5 ~ 6.8
- CFLs of 125w in total (one 45w on the top and 4 of 20w on the side)
- 72F ~ 82F (measured between the plant and the lights)
- 40% ~ 70% humidity
- two 120mm computer fans for vent
- 6-10-7 liquid fertilizer

As you can see in the pics, the edges of the leaves are curling down looking so weak, and the bud growing process is extremely slow.
The first hair appeared about two weeks ago, and still the buds doesn't seem to have grown so much. They just won't swell up.
Another strange thing is only the main cola seems to grow in height vigorously and doesn't have any curling down leaf problem.
its the ones from the bottom part of the plant that are in trouble, and also they are relatively short.
i have a moisture meter and i water the plant when the soil gets dry. So i doubt that this is a over watering problem.

anyone who can tell me what the problem is?

Too much Nitrogen. The signs are obvious. Man i have seen a lot of overfed plants here today.

The lighting you're using isn't going to create explosively dense buds. Your plants look fine, and even though a bit nitrogen rich at the moment, they will easily use that up later in flowering, so don't worry there, but your lighting is simply too weak to expect much more intense bud growth than what you're seeing.

When your plant stops stretching, it will concentrate on the buds, otherwise make sure you don't have light leaks...good luck man and it looks good

Whats your feeding schedule? Do you straight water inbetween feeding? Sometimes you have to feed-water-water-feed... They do look a bit small for 3 weeks and can see drk leaves.

Thats about right for such weak lighting, dont expect much lucky to get a half oz. It's stretching is also due to the lights. If you get a 250w hps you would harvest 4-5 times that.
