i would say you can transplant that outdoors at any point now. (as long as its warm enough outside!) just let her dry out then roll it in your hands a little and the she should pop right out and into your new pot/soil area.
Depends on your area. If youre confident you wont be getting any more frosts or night time temps below 45f then go ahead and put it out. Going from cfl to sunlight can be harsh on a plant so i would suggest setting it out for a few hours then increase the time a bit each day for a week so you dont fry it.
LOL, thats SO not true. Ive got my outdoor crop growing inside right now, and each plant has a nice smell to it. Their closet emits a lovely smell everytime I open it up to take them out & care for each of them. They don't stink like a frosty chemdog bud, but they definitely have odor already

Personally you should check weather.com every day or 2 & choose 10 day forecast. I check mine everyday & the very next week I see with high 60's day and 50's at night, mine will be going out on their own!!! GOOD LUCK TO YA!!!!!!!
