buy a tds (total dissolved solids) meter. They're cheap. My tap is crap at 450ppm so i use a small RO filter set to crush it down to 20 ppm. *RESURRECTED*

dude your talking 4+ months if you want to grow them properly. No serious grower will commend you for trying to grow with just cfls. The plants, put simply, will not get enough light and get very tall. Many factors in a grow make a the difference and light is one of the top contributors. Sorry...
