look at it like tomatoes, you can pick it at any time, but the more ripe it is, the sweeter the taste :)

they look good but a bit short to be flowering. i let my reachg 4' before flowering. ps the taller, the more buds.

i use B.A.C organic grow n B.A.C organic bloom, n worm castings mixed in to the soil.
