No, a fungus gnat is highly driven to find Trichoderma aggressivum and other selected species in soils in our case. It uses this and other signals of water and heat as a supply of food for its young. A leaf has no food and will dessicate the larvae and eggs out in the open.

Testing runoff and pH is creating some false belief here, if you can't make soil work without doing that then stop commenting on it to others and find the discussion where it's not happening so you can learn what everyone else does.
I have no idea what the problem is but your feeding real weak and nobody uses pH in soil or runoff except those who don't know what they are doing.
These two quick changes are your first step to try get this plant back to green.
Take every pH product and throw it in the bin, whoever or whatever taught you to use these in soil is wrong.
Now that your not messing with water pH and runoff make that quarter strength ferts full for the next two feeds.
