Dude veg is the cycle where they just grow( no buds) then you need to cause the photoperiod(flowering) usaully changing light sched to 12/12 or no light for 24-36 hrs followed by 12/12. Expect them to grow about a foot or so during flowering so you'll need to flip light cycles about 1 1/2 feet...

If you have a hydro setup, they are saying your last 2 water changes should be pure water or water and a leaching agent. This will help get chemicals out of plant and increase taste/not smoking chemicals. Does that help

Bulbs - Both will produce heat so you will need to have a intake and exhaust fan. MH is for veg and HPS is for flower. Ideally have both at same time. If you can only get 1 get the HPS. Get a decent bulb. Safety - yeah will be fine in tent just make sure to vent to keep heat down and air...
