It comes down to penetration.T5 Florescent lights can do very well if you do a scrog or sog. take a look around at some t5 grows. Very impressive, also there are some very nice color spectrum bulbs available that are amazing!

If smell is making it through the filter, most likely the carbon bed is to thin or lose for the cfm of the fan. A simple solution would be to put a solid state controller on the fan and lower the cfm until the smell is gone.

Dont buy this one, its contructed of PVC. I built one for less than $45.00 I used panda film, but I could have used drywall and spent much less.

Be very carefull to not buy one constructed of PVC, the out-gassing will kill your plants.
