is green light a good root stimulator and can i add to to seeds and seedlings

i was wondering if i could help my seeds by adding a little root stimulator (green light) to the water im soaking in and or if it sprouts can i add root stimulator

i live in the southern us and i want to buy some seeds but i dont want the package saying it marijuana seeds and i dont want the feds to come to my house....

Well in the day time it gets about 50-60 degress but at night it gets in the upper 30's can i still grow?
