Where fresh new leaves grow out on my stems, the new leaves have stopped growing and have turned bright yellow and brown. What can I do to save my plant? Please help!

I have a four month old OG Kush plant that's 3 1/2ft tall, with no sign of budding other than hairs. I have a Envirolite 125w 110v~60hz Culot E40 bulb. Is this a good enough light? What could I be doin wrong? Please help!
