16 Day Seedlings Not Looking Well. Any Ideas?

This is my first organic indoor grow.

I started off with 12 seeds, successful germination of all 12, all popped above ground, and now most have same issues. From the info I have found I'm guessing phosphorus deficiency but I really have no clue.
Using Sunshine Pro Mix with Perlite(miracle grow which was soaked and rinsed)
10 seedlings are indica hybrids feminized, two are sativa feminized. The two sativas showed the first signs of trouble with lime colored leaves then purplish/dark reddish spotting starting on the oldest leaves beginning from the center of the leaves. Now 8 of the 12 have same issues.

PH of soil is 6.5

I watered the day I put them in soil with PHed water, watered again with PHed water about 5-6 days later, watered a third time day 11 with EarthJuice Microblast as suggested for seedlings at correct amounts and ThriveAlive Green at correct amounts, just watered last night day 15 with PHed water.

Seedlings are in 16oz. Solo cups under 25watt T5 and 2-35watt CFLs. I'm almost ready to put them under the two 600watt MHs but I'm unsure about the condition of my seedlings.

Pics are the most damaged ones, although I did not take pics of the two I had to remove the oldest leaves from. Not sure if a seedling is any good anymore with those first set of true leaves removed. Those two would be the only sativas. They were hit first for whatever reason.

NOTE: The white/yellow material on top is just Diatomaceous Earth, I apply this after most waterings to make sure there is no bug issue, I'm sure it has nothing to do with my plant issues.

Fe or cal or mag problem...U can start feed them by a little nut like (18-18-18) + MICRO NUTS
I think u will change your pot to bigger one ....
 
Yo I would check the roots pop'em out of the cup squeezing around the bottom of the cup if this isn't the problem just pop'em back in.
What type of soil yo using? Yo mixing yo nutes by the directions on the bottle is cool but are you still double checking the ppm
with a meter? Yo ppms could be off either too high or low. My seedlings I give'em plain water the first watering then about a
week later the first watering they git 200 ppms.
