Actually no law degree needed but in no way anyone would be considered without one. That is unless you nominated a stable genius.
Those who held many positions were in fact NOT confirmed due to the ability to have an "acting" head- Trump could've and DID have anyone who bought the position. Look at DeJoy though part of a Board so even harder to get rid of..I think the check to Trump was for $1M.
