24/7 intake/exhaust WITH AC

Hey everyone I just bought an air conditioner / dehumidifier (60 pints per day) made by sharp for my room.

I am currently running 1x1000 and 1x600, air cooled, passive intake.

Right now I have my Vortex mounted to a Carbon filter, mounted up high, sucking the hot air out of the room, through the lights to cool them and out of the room.

filter/vortex == light 1 == light 2 == exit.

Im wondering if it will be efficient to run the A/C up high in the room and exhaust the back of the A/C at the top of my room for security reasons.

It desnt get to hot in my room (about 87 max) but I want to keep it at a desired temperature, and bring the humidity down..

Will this a/c be running all the time? When it says 1300w cooling does that mean everytime its bringing down the temp, its using up 1300w? What are some ways to be energy efficient with this thing, as I live in a condo and running 3000w extra seems like quite the difference.

Can I use my fan to cool my lights and exhaust the room while sucking in fresh air, while using the A/C and still have it cool/dehumidify the room efficiently
