250w bulb in a 400w Ballast work like PCs??

I know for a fact that if your PC has a 650w PSU (like mine) it only use what is needed.

Is it the same as ballasts or does it just give the maximum power regardless??

Ballasts do the max. They are not PC's.

If you feel the need to experiment with a 250w bulb in a 400w ballast, at least keep a fire extinguisher handy.
