3rd week of flowering bubba kush and no buds just hairs at every node?

Im using a dwc system with a 250 hps. I am in the 3rd week of flowering and I think maybe Im doing something wrong. My plants are growing lots of hairs at each node, nodes are 1 in apart mostly, the plants are almost 3 foot tall and look good but still no buds. I am using osmocote flowering and vegetable smart release nutes, I take the little nute balls and crush them up then dilute them in water and water my plants with that it is a 14-14-14 nutrient. My ph is 5.5 to 6.2, lights are on 12/12 cycle. This is my first hydro grow, any help would be appreciated thanks.

you need ALOT less nitrogen and more stuff with phosphorus and potash. To much nitro on flowering and you might cuz the plant to go back into veg state is the lighting isnt good enough.

Thats what I was thinkin going to try and get some nutes with less nitro hopefully it works better thanks
