So first off those glasses have no lenses in them... And second this guy was selling cheap electronics, how would that happen hmm maybe he stole them, no wait he did... Are you looking for a specific answer? Do you want me to say, "Because she's black and all black people are on welfare?" I'm not going to say that because it's not true, just thinking of it briefly I think it's fair to assume that Queen Latifah, Nick Cannon, Chris Tucker, and 50 Cent have more than likely earned enough money to stop collecting welfare.
This lady on the other hand, is not Queen Latifah. So I have no way to assume how much money she earns. What I do know is that she was stupid enough to buy an iPad at a "hook up" price as you so eloquently put it of $200. She then let the seller leave before inspecting it to make sure it is real. This leads me to believe this lady is not intelligent enough to hold a job and therefore must be collecting money by other means. The most likely of the means being welfare.
edit- I don't know if it's a separate program but if I could bet money on it I would say she is most likely collecting food stamps as well.
