8T Daylight Florecent Light 2 4' will this work for VEG

Im just needing help with knowing if this florecent light is any good for my plants. Its 4 foot and has 2 lights in it and im using 2 8T Daylight bulbs. Plz help i need some advice.

I like using T8's for seedlings and clones, they work great for this, but they don't have the lumen output for serious vegging.
An average 400 watt metal halide produces around 30,000 mean lumens, you'd need about 11-12 T8 bulbs to produce the same amount of lumens.

It is even possible to flower under T8's:
