After 2.5 months outside, one plant is flowering. Why?

I’m a first time grower. Seeds popped inside March 5th. I put the plants outside in late April. Several started prematurely flowering, so I added lights, and they went back into veg by mid-May. Now, 1.5 months later, and out of nine plants, only this girl has begun to flower. Like all her sisters, she’s a bag seed. Mom was Green Crack. That’s all I know about her phenotype. I have three other Green Crack bag seeds planted as well; none are flowering yet. Only this girl. Why?

I have no idea how far into flower she is. I haven’t been keeping track and as a first timer, I don’t know what flowering looks like week by week. I’ve looked for pictures online to get an idea, but I’ve just gotten conflicting messages. Any input? I’m certain she’s not an auto flower and I do not think she’ll reveg, as she’s been outside for nearly 2.5 months and has just recently started flowering. A few of her sisters have started stretching, I guess? Sudden dramatic growth between nodes and white pistils are showing. I guess I’m surprised she’s flowering and a bit curious as to why none of the others are. I’m also not sure what, if anything, to do.

I’m not sure it matters, but they were all recently attacked by powdery mildew after a week straight of rain and high humidity. I’ve used Neem oil to combat it and most have rebounded well after being sprayed and getting almost two days of sun. I noticed this girl had some greying bud sites from the powdery mildew and I snipped those off as best I could. I’m not sure that was the right call, but I didn’t want it to spread

I'm in the Midwest where it has been rainy and gloomy for the past two weeks. One of my outdoor, which sprouted outdoor and has been veging the whole time, also started to exhibit the first signs of flowering. I think maybe having so many gloomy days with sun blocked at sunrise, throughout the day, and sunset, caused the plants to start flower. There has been more sun the past two days, and now it looks like its back to veging hard.
