Change the names in this "cluster fuck" and I have lived it.

There should be an RIU algorithm that can decide whether or not a post is worthy of its own thread. It should feed back REJECTED for posts that are unworthy. Until that day, it should just randomly reject 80% of all attempted threads. Should be close enough.
