Animal abuse situation

So I'm on a skype call with a friend, things are going well until her sisters boyfriend gets home. I hear some commotion and ask her what the deal is. Apparently the commotion is the boyfriend beating the living shit out of the dog, apparently it didnt listen too well. So we both just sit there silently and this dude goes off on the dog for about 25-30 smacks. I told her to do something, she says shes scared she will be kicked out if she does anything about it. Thats understandable, so I want to do something about it. What can I do? I know the dudes name, and where they live. I can call the cops but I dont know how to spin it so my friend doesnt deal with any fallout from him. Suggestions?

As much as I would like to handle his ass myself, I live in Florida, she lives in MD. I cant just make my way up there.

Well... i know this might seem counter intuitive, but maybe it would be a good thing if she gets kicked out... of an apparently potentially dangerous living situation dominated by an animal abuser.
