I usually use co2 in the second week of my flower cycle. I don't use co2 in my veg. It looks as if they might have had some slow root growth. What strand are you working with?

They are rather small for being 4wks old. Co2 won't do anything for these small things
I think you have a temp problem that cause really slow growth. Once temps are over 80 growth slows way down.
And your over feeding, those plants dont even look big enough to being using nutes yet. Stop feeding and give them just water until they are aleast twice that size.

After shock, a quick recovery can take 2 days.
Easy way to tell they are getting back up to speed, is to measure them.
A decent plant can grow about 1/2 an inch a day, a normal one grows about 3/4 to 1 inch, A super can grow upto 3 inchs a day in hydro.
There should be daily growth, new tips forming and opening like umbrellas.

I use 400w and I keep it around 15-18in away, but if you can keep it cool and they don't look to be burning it's fine.

its up to you to decide when you're going to flower. they are big enough to put into flowering but they def aren't going to be very big overall. if you're looking to have larger plants, let them veg some more. I was just saying, don't feed them bloom nutes until they are actually blooming.
