there was NO clinton surplus.
that was a fiction created by projections into the distant future. bubba left office with a much larger debt and deficit than he came in with, and his debts and deficits grew fastest in the first term when he had democrat control in the congress.

Obama let the bush tax cuts for the rich (and everyone else) expire.... ergo he raised taxes on everyone.
The Bush tax cuts were for all income levels. Good or bad idea isn't the point, but they weren't just for the wealthy.
