bleach...toilet paper...paper towels...and germination

So I recently had the first trouble I have ever had germinating seeds. I have ten that just won't pop. So I have been thinking about what may be the issue. I never have any issue getting seeds to germ by wrappin them up in toilet paper and keeping it wet on a small plate. So what is the problem now...well I was using cheaper toilet paper to germ them in...now it may have to do with the fact it doesnt hold water as well....or it could be that it's fibers dont breath the water as well and leave bubbles under the fold next to the seeds...but I also think that it could have something to do with the bleach that is used in making it. I dunno....any other ideas people?...I was thinking about using like an unbleached napkin...or a few...from like taco bell...you know what I mean...doesnt matter where from just as long as they arent bleached and have loose fibers. opinions please:confused:

Possibly reading more into it than necessary, dodgy seeds are the most likely reason for lack of success and not a miniscule amount of chemical in the tissue paper. :joint:
