I know that in the course of a plant it starts by diverging in to separate leafs to start then something called the apex bud between those two leafs which is where the plant gets it's general inheritance of being tall, so if trimmed right before the formation of the apex bud you could probably make it tiny if you just trimmed it a lot so it would be tiny like a regular bonzai

and actually after further thought I realized that this statement is wrong. Plants do continue to grow after harvest

you are wrong...just reveg. You can make a nice gnarly looking bonsai.
