Check out 3-d grow on either Facebook or eBay. He has oscillating fans that mount to the tent poles. Can buy just the mount for use with a lil blizzard fan or buy the fan mount combo. Best solution I've found so far.

Most circulating fans will be drowned out by the sound of your Inline fan. Unless you have an AC infinity inline (those are extremely smooth and quiet). I don’t mind much on the name of the brand, most of these products are essentially the same with different stickers on them. I see a lot of growers using the “Hurricane” brand fans but for me it’s more important to have different speed levels (low, medium, high), a clamp Mount (makes it easy to just clamp on to anything), easy to take apart for cleaning, and of course a long power cable.

I like the Vornado fan I've got. Doesn't oscillate, but the vents are curved to give a pretty wide throw of air. They have a bunch of different size models. Ive got one that's about 16" long, can sit horizontal or vertical which is convenient. Good price, seems like a solid fan. My only complaint is if the power goes off, you have to physically push the button to turn it back on.

I’ve used the same 16 inch hurricane wall mount for as long as I can remember. They do have 3 different levels of speed and the option to oscillate or not just like any other fan. Everything I’ve invested more money in has always lasted longer for me but that’s just my experience.

wall mount fan attached to a 2x4 in my 4x4 tent last couple years, works wonders.

Around this time of year, I would just hit up dollar general's and Walmarts for clearance fans. I had good luck on Amazon Warehouse for some Vornados and they only cost $12.

Buy a few cheap ones every so often and just throw away the old ones when they get loud

Hang a tower fan upside down. They are super quiet, energy efficient and don't take up much space. I ziptie the base of the fan to the top rails of the tent. Make sure it is level vertically, so there aren't any pressure point issues with the oscillating fan over time. Give plenty of room behind the fan so there isn't any pressure suck, making the fan work harder. If your fan is getting loud, this is probably the issue. Get the old school manual button ones, so in case the power goes out, it just comes back on, vs digital interface = roasted plants.
