So I did some reading and apparently the ICP were some poor kids (probably the kind with dirty hair and smelt like pee) from Detroit that wanted to embrace their shaginess and started a gang, and later turned it into a rap group. They now have a huge following of poor and drug addicted kids with dirty hair that the FBI has on a watch list that oddly call themselves "juggalos". Odd.
