yes you can but you need lots.
i would vegg with flos and save up for a hps while you plants are vegging
you can flower but you need lots and the buds wont be very big and not strong.

Yes you can. You can grow some pretty dank nugs with CFL's. You just have to remember to keep the lights only 1-2 inches away from your buds because CFL's lose many many lumens with too much distance away from the plant. You should check out the CFL section of indoor growing and just read around on some of the journals that people are keeping with their CFL grows.

It is true that HID lighting will penetrate your leaves/buds better but you cannot get them as close as CFLs. Also if your HID lamp burns out you are fucked till you go and buy a new one(unless you have a replacement on hand) but if one of your CFLs burns out(not likely to happen in like 10,000 hours of use) than you will still have like 6 other bulbs lit and keeping your plant happy.

Edit: BTW you can grow very large and very strong buds with CFL's. Go and get the book by SeeMoreBuds called "8 oz for under $100" In it he tells you where to place the bulbs and many good facts on every page. The book is a day by day grow journals with pictures from every day of the grow up until smoke time. You can probably find it at any headshop if you wanna pay cash other wise it is all over the internet if you wanna pay by money order or credit card. Get it read it grow it!

some people like flos but musnt have ever used or got round to buying hps lights.
hps is much better unless you get 6 t5's and they cost more than an hps plus they are hard to fit and move.
they also cost a lot.

i am flowering with cfl's. 2 plants, approx 200 actual watts per plant. lights must be kept ~2 inches from leaves and constantly arranged for maximum efficiency.
