It depends on spectrum for the most part, look for the (K) Kelvin rating (although it is somewhat inaccurate*) The Kelvin rating relates to the emitted colour of the bulb, blue-ish for veg, red-ish for flower. I attached a picture so you know what I mean, you take it from there.
*Kelving ratings, depending on bulb are not entirely accurate. While the K rating can be, and is applied in conjunction with the CCT (Corelated Colour Temperature) it does not actually apply to anything other than an 'ideal black box' Kelvin ratings related to lights much more accurately in the days of incandescent bulbs, as they hold a much more consistent temperature.
