Actually, You can gut the back of the meter, buy two 4" pieces of copper pipe, hammer pipe flat, then if you got the balls, place those pieces of pipe in the contacts behind meter, reinstall meter, FREE POWER. BUT like i said, they will catch this. WHEN they do, its hell. It has happend to me. I just pay my bill now.
The surest way to get caught growing is to try to trick-fuck the power company. Pick up aluminum cans or something similar to subsidize your electric bill. Otherwise, the utility will hunt you down and the coppers will be swarming your property before you know what is happening.
