Confused about fertilizer

So I made a post yesterday asking for a very simple soil recipe that would make 100 gallons worth of soil on a budget. What I was told is to use equal parts canadian spagnum peat moss, compost (earth worm castings), drainage (lava rock, pumice rice hulls etc), and some minerals (rock dust). He told me that as a total beginner (who is very confused and gets overwhelmed with organics, hence asking for a simple recipe) that I could get away with an "all purpose organic fertilizer" mixed in with the peat, compost, drainage, and minerals. I was confused when he recommended and all purpose organic fertilzer. Doesn't cannabis need high nitrogen during veg, and high p & k during flowering? My question is... would an all purpose organic fertilizer mixed with the other amendments give the plant its nutrients from veg to flower without needing anything else like compost teas etc? So I would only have to water and thats it?

i have already answered your question in the other thread via the response. and yes, water only, that is it.
