Unfortunately, no you won't be able to grow outdoors, Its gotta be in a locked facility AFAIK?
From NORML

  1. IF a patient or caregiver is allowed to cultivate, the limit is 12 plants that must be grown in an “enclosed, locked facility”, defined as “closet, room, greenhouse, or other enclosed area”.

I think enclosed means that it wont be open to the arizona sky...

Damn. Seems kind of like a waste. Baby steps till it is legalized across the board.
1/2 of the year MJ would FRY!!! in our sunlight... From May - October it pretty much stays above 100 degrees in the daytime in phoenix. Up north I expect you could find some quality growing areas though.

Please don't read web pages and think marijuana will die outdoors in Arizona heat. I live in one of the hottest parts of Arizona, and grow. It's gets to 120+ here, and my plants love the sun. In fact plants that were shaded by a tree in the afternoon only grew 3/4 as large as the ones in direct sunlight.

It's important patients understand this, as many of us can't grow indoors because of room or cost. I grow one crop a year, more medicine, less hassle.
