Could this be spider mites or powdery mildew?? w/ pics

One of my plants is almost 4 weeks old and it started to show some white spots on the leaves some of the leaves are pretty dark green with these bright white spots on them. There are no webs but im not eliminating spider mites out of the picture.

Ive heard from some people that powdery mildew lives in over 50% humidty but i have it constantly below that around 40% i have neem oil to spray them before the lights shut off. please help

Yah that's Mildew for sure, you may seriously wanna consider just restarting, those plants look pretty young. Are these plants clones from a friend, co-op, etc? If that's the case it's likely that they are selling clones from a mother that has it. They may not even realize it yet. If it's not a clone, but from seed then change your environment. I'm going through PM right now and once I got humidity and temps under control I have been able to control it pretty well. However it's systemic and never goes away.

Those are tiny for 4 weeks. Just start fresh, they're already way too damaged to bother saving at that size. You need to go read up on growing techniques so your next batch isn't 4" tall when they should be 24".
