Designing LED with cree cxa3070 need input

Long story short I want to build an LED light/ I have very little trust in commercial LED lights and I know very little about LEDS. I have about a $200 budget from my last grow dedicated to lights. It seems that if you're building your own LED grow lights the cxa3070 seems the way to go about it

Heres the plan for the light build

(i just noticed a mistake, the measurements for the length and width are switched...)

After doing a lot of reading I've decided to run the cxa3070 at 1.4ma with a meanwell lpc 60 1400 (I know how to wire this part up)

These are the epistar led flood lights 6000-6500k I plan to use for vegging

Now for the questions...

I have a solder I am just a complete noob at wiring... correct me if im wrong but my understanding of wiring in a series goes like this

Wire all the LEDs together + to -
the red wire of the driver attaches to the open + of the last LED in the series while the black wire attaches to the - side of the first LED in the series.

For both the epistar and the cree XPE if I want to wire both up separately in a series and connect each series to a driver how would I go about doing that? and by this I mean what driver at how many ma and why? how would I know whats the best in terms of efficiency?

I want to use these switches. 1 for the epistar series and 1 for the cree cob + xpe series. Another wiring question... pretty much lost here on how I would do it

Lastly how would I wire these 2 switches as well as the 2 fans to one DC power supply?

any advice would be great!
