Can you please tell me what that bubbley type metal is and where I could find it, um preferabley the name of it and what it would be used for so my friend doesn't look super dodgy when buying it

I can't get the plans from the link http://thebrian.net/reflector/, does anybody have them please?. Or if the plans are in the .DWG file what program do I use to open it?, thanks.

Ok Ive managed to find some software to open a .dwg file, Im very interested in the longer version reflector is there a plan available?.
