You can see much better.
There are many immature stalks.
but there are early stalks that have begun to amber, meaning the plant seems like it went into budding, then paused for a while, then began budding again.
From the looks of things, you should be fine to continue with it for the 11 weeks.

Having so much sativa in it, there is hope that it will grow during bloom.
It is a common practice to start a long photoperiod sativa in a small pot to restrict growth, then transplanting later and allowing the roots to fill the pot during early bloom.
So, there is still hope.
