Does Health Canada Refuse licenses for Production sites

Hey everyone. Was wondering if anyone has ever heard of HC refusing to give a license to grow and still issued a possession license. A lady I know is worried she might get rejected because of the security info she wrote down.

Personally I have never heard of that. But look at it like this. If its rejected resubmit with new security info. I heard turn around in canada is weeks now. Not months.
