You are simply looking for a variety that doesn't stretch in flower, allowing you to control the height, from what it sounds like.

I just finished 2 White Label Seeds Purple Bud. They were by far the shortest plants I have ever grown. I flipped 12/12 at roughly 12 inches, at harvest both plants were no more then 18 inches.
Pure indica. Fat conker leafs, tightest node spacing I have ever seen, minimal branching. Wreaked of cat piss. Probably the densest nugs I have ever felt. Yield was about 40 grams per plant, and do to their small size, you could easily fit 12-16 of them in a 3x3 area giving you a nice solid yield

Most 'mainly' indica strains IME can finish under 2-3ft. .. Its all about how quick you flip them to 12/12. I too have height restrictions and have a few cheese strains on the go that will finish under 2ft. I clone them from a mother, plant them in a 2L hempy and switch to flower immediately.
