Expert electrician needed to help me find out what happened to my electricity

i NEED AN EXPERIENCED ELECTRICIAN TO HELP ME TROUBLESHOOT AND FIND OUT WHAT IS DRAWING SO MUCH POWER THAT ALL MY FANS ARE RUNNING AT LOW SPEED, MY 1000W BALLASTS ARE VERY DIM, AND THE REST OF THE POWER IN THE HOUSE WILL DIM WHEN SOMETHING LIKE MY WELL PUMP TURNS ON.
WE HAD A BIG SNOW STORM AND WAS WITHOUT HYDRO FOR 30HRS. NOW i HAVE THIS PROBLEM AND MY LANDLORD MIGHT WANT TO CHECK THE BASEMENT SO i WANT TO FIX THIS BEFORE HE Wants to come in the house. i HAVE ALL THE TOOLS, AND I'm AN ELECTRONICS TECH, JUST NOT FAMILIAR WITH HOME ELECTRICITY. if SOMEONE CAN HELP, i will reply and GO THROUGH WHATS HAPPENING AND WHAT HAS BEEN TESTED SO FAR.

maybe this will help, I have 2 sockets on a 20AMP fuse circuit. I plug in my 1 1000w ballast, and use the other socket usually for battery chargers, shop vac and sometimes even a saw, with no problems. Now after the Storm this SAME SOCKET socket wont power anything, so i stuck my voltmeter in it, and theres only 6V, not 120V. this is happening all over my home!! EVEN WITH MY TV AND SATELLITE.
WHAT WOULD CAUSE THIS????
