Fertilize Leaves or soil?

Im using african violet fert by miracle grow how much should i use and should i spray on the foliage or the soil?
 
Never spray plants unless trying to get rid of pests. Dont just put in the soil either, mix in the water can and water.
 
Alright I just transplanted them to new soil and I am going to wait till they dry out so i can re water/fert them. lol You should have seen the rootbound problem I had...plants started eating themselfs
