It will grow and bud, but you won't get much out of it.. Most CFL users use 3 - 5 CFL'S per plant. And you'll want the 6500k and the 3000k lights.

60-80 watts minimum per plant will veg and flower a nice topped plant that is no taller than 14". get 2300k bulbs for flowering and 6500k bulbs for vegging. use 2:1 ratio of bulbs for veg and flower respectively.
 
ok so can i use 4 27watt 5000k for vegs and switch to HPS for flowering dose that sound better plz writte back i need all the help i can get ONE more thing can i use egg carton to start my seedlings

Check the lumens rating on the bulbs. Lumens is the measure of light emitted by the bulb. Wattage only says how much energy the bulb will draw, not how much it will put out.
e.g. the same manufacturer sells these two bulbs:
1. 15W 850l = 58l/W
2. 25W 1050l = 42l/W
The second one uses 66% more electricity, but only puts out 23.5% more light.

As you can see he only uses 6x23W in the beginning, since the plants are still very small and switches to twice that for flowering. He seems to grow 4 plants at a time with this setup.
Lets say he uses efficient bulbs:
12 bulbs / 4 plants = 4 bulbs / plant => 4x23W = 92W @ 60l/W = +- 5500 lumens per plant

Yes, some people use only >=5000k for veg and HPS or <=3000k for flowering, so you can go that route. Others use a mix as d r0ck said two posts above.

I'd recomend reading d r0ck's thread from start to finnish as a start and then read for 2 weeks on forums to learn what you need to know before you start.
