flowering??

ok like even if i dont know if its a female yet can i start flowering??? cuz i really need to keep my plant under 1ft. im using lst method so i jus need help if i shuld start now one plant is already 3 weeks in bout 4.5in tall and the other is bout week and 4 days now bout 3.5 in

I let mine go 6 weeks sometimes. But I like to get mine almost 2 feet in height. That way they will finish under 3.5 feet. It all depends on what type of plant you got and what type of height limitations you have.
