I've read that you should expect your plant to grow 2-3 times the size in flowering phase. I personally begin flowering when my plant begins to show me its female preflower under a 30x magnifying glass.
I have read that it does sometimes take longer for a plant to fully develop under CFL's vs. HID's but it really depends on how many CFLs you have in there and how many lumens you have reflected at the plants. I've also read that you should have 7,000-10,000 lumens per square foot in your growing area if you want to have healthy plants and nice flowers.

Are you LST'ing them at all?

yeah flowering takes a while. i dont know how it compares to HIDs or outdoors plants cuz i've only grown under CFLs but i've found that when growing under CFLs a staggered harvest is best. Staggered harvest is used when the top of the plant matures faster than the bottom, therefore you harvest the top first, let the bottom mature some more, then harvest the rest. Because of this, my grows have always taken pretty long to complete, about 20 weeks

I'd be interested in hearing a little bit more about this.
I have something like this:

I tied a string around the loupe so I can hang it from my neck to look at my plants closely.
This is a picture of preflowers:

One side is female, the other is male. Males have balls and females have a single teardrop with 2 white hairs coming out. I induce flowering when I see my plant showing a teardrop with 2 tiny but distinct green hairs coming out. When you induce flowering, they turn white:

Hope that helps!

one of the things you have to keep in mind when not using hid lighting, is the nute strength can't be the same. the reduced lumens, will not enable the plants to process the regular strength nutrient mix. you have to take this into account, and use a reduced ppm when using fluorescents. most folks never take this into consideration and sometimes burn their plants.
