Germination problems

Hi I'm new here and just started growing my own plant. I was able to get my seed to grow a trap root, but at super snail speed. I put it under a heating pad and kept the paper towel moist and with two plates covering it. It grew maybe 1mm in a week and the other that has about a cm taproot I planted in soil, but that hasn't grown anything either.

The one I planted in soil is under grow lights, but it's been about a week and still nothing. Any idea what I'm doing wrong, or what I can do to speed up the process? The room is typically always at 70 degrees everyday or maybe even warmer.

how deep did you plant it? How much eater did you added on the soil

I didnt plant it too deep. The hole was half of my pinky finger, so no more than 2-3cm. What is eater? I planted it in potting soil.
